Canadian Report: Tobacco plain packaging progress continues worldwide, with 42 countries and territories moving forward with regulations. 6 Feb 2024

Now, 25 countries and territories have adopted plain packaging, up from 9 countries in 2018 to 21 countries in 2021. Thailand adopted plain packaging in 2019. The size of Thailand’s health warnings is rated 9th largest at 85% of the front and back of cigarette packs and conforms to WHO guidelines that emphasize the need for rotating pictures.

“This new international report shows 138 countries and territories now require graphic picture warnings on cigarette packages.”

Comment: Rob Cunningham, Canadian Cancer Society Senior Policy Analyst, stated, “There is continuing progress for countries to use graphic pictures on cigarette packages to show the lethal health effects of smoking. It is extremely positive for global public health that more than 130 countries and territories have required picture health warnings and increased warning size. So many are moving toward plain packaging. The international trend will reduce global tobacco industry sales and will save lives lost to cancer and other tobacco-related diseases.”
