Analysis of Tobacco Control Gaps in Thailand during 2012 – 2014

Activities to be implemented within three years

  1. Protection from tobacco industry interference in public policy. (A5.3)
  2. Legal measures such as tobacco control laws or administrative measures such as a Prime Minister announcement
  3. Social intervention as Corporate Social Responsibility (CSR), advertising and social responsibility of the tobacco industry
  4. Surveillance of international trade agreements

Demand measure

  1. Request the Ministry of Finance to announce a basic tax aiming to define a cigarette price (not less than 40 baht).
  2. Increase a cigarette tax to 90% of the factory price or a price which includes cost, insurance and freight (CIF) (in order to set a ceiling tax as defined in the current Act)
  3. Modify the Tobacco Control Act B.E 2509 (1966) to collect cigarette taxes from local tobacco
  4. Modify the Tobacco Control Act B.E 2509 (1966) to use a retail price in tax calculation
  5. Request the Ministry of Finance to announce an increased tax for shredded tobacco
  6. Release the Announcement of the Ministry of Public Health for the standard size of cigarette packages
  7. Release the Announcement of the Ministry of Public Health for cigarette plain packing
  8. Build public awareness in understanding of the health risks caused by cigarette smoking and exposure to secondhand smoke including benefits of quitting smoking and a non-smoking lifestyle
  9. Encourage the Ministry of Information Technology to ban the advertisement, promotion or provision of fund support from aboard
  10. Request government sectors to reveal information about tobacco monies for advertisement, promotion or fund support
