Authors investigated internal tobacco documents to consider the case of the Dutch government’s uneven interpretation of Article 5.3. Eventually, naming and shaming government contact with the industry, parliamentary questions about industry–government contact, a report outlining how Article 5.3 should be observed and, most importantly, a court case resulted in a formal code of practice preventing tobacco industry interference in government legislation and planning.
