Tobacco Endgame Progress in 2025

Chris Bostic, US ASH Policy Director, has published an End Game Report 2025 and has launched a blog on End Game efforts to eliminate tobacco use. His progress report is available at: https://ash.org/endgame-progress-2025/

He notes that tobacco and nicotine-free generation efforts are expanding despite the dramatic cuts to tobacco control funding by the US Federal Government. He takes encouragement in the FCTC efforts of COP 11, such as Forward Looking Measures (FLMs) that go beyond control measures to actions to eliminate tobacco/nicotine use.

Despite devastating setbacks at the US federal level, he notes:

“30 U.S. jurisdictions have now adopted tobacco endgame policies.

The Maldives became the first nation—and first lower- or middle-income country—to implement an endgame law.

Communities from California to Massachusetts, many led by youth volunteers, are passing bold new protections.

Globally, momentum has shifted from “controlling” tobacco to eliminating it.”

He acknowledges that progress has come from advocates who are striving to eliminate the addiction, disease, and death of nicotine/tobacco use. Stephen Hamann
