England Proposes Smokefree Actions for Results by 2030

All Party Parliamentary Group on Smoking and Health: Delivering a Smokefree 2030: The All Party Parliamentary Group on Smoking and Health recommendations for the Tobacco Control Plan 2021. London: APPG on Smoking and Health. 2021. June 2021
This 42 page proposal outlines steps to make England smokefree by 2030. It describes 12 recommendations that focus on reducing smoking for lower-income and vulnerable populations and includes raising the minimum age of smoking to 21 and putting a health warning on individual cigarettes. Importantly, a survey of over 10,000 people showed wide support for its recommendations; For example:

84% supported requiring businesses to have a license to sell tobacco which they can lose if they sell to underage smokers.

Seventy percent or more (70%+) supported tobacco manufacturers paying a levy to Government for measures to help smokers quit, funded education campaigns, quit information inserts in cigarette packs, and health warnings printed on cigarette sticks.
