Before COP11, two expert groups, established by decisions at COP10 and composed of global experts in tobacco control, public health, and international law, prepared reports on liability (Article 19) and forward-looking measures (FLMs, Article 2.1). These two reports also included draft decisions for consideration by Parties.5 6
