This report of more than 600 pages confirms that e-cigarettes are addictive, foster initiation of smoking by youth and may help some adults with cessation, though long-term consequences of use are not known. Conclusions from the study state that presently there is substantial evidence of negative health effects from e-cigarettes because of the damage from their constituents and emissions

, and due to use leading youth to smoke conventional cigarettes. Conversely, there is only limited evidence of improved health from switching to e-cigarettes or as an aid to smoking cessation.
