Thailand has been nationally and internationally recognized as a country successful in tobacco control through explicit policies, some of the best tobacco control laws, and tobacco control operations covering various target groups over the last ten years. However, there were still some flaws in its systems and work procedures, making it less successful and efficient. Namely, there was unclear and unsystematic organization in developing and intellectually supporting members. The social framework still lacked significant information, innovation, networking and continuity to inform people, community and society about tobacco control. There were problems continuously and systematically following-up on the results and conclusions which could have provided lessons for staff, community and Thai society to learn and improve. Thus, the Tobacco Control Research and Knowledge Management Center (TRC) has been established for the purpose of effectively developing the tobacco control system.

Work Concept of TRC
TRC has processes and approaches of tobacco consumption control based on the theory called “Triangle that Moves Mountains,” proposed by Professor Dr. Prawase Wasi. This theory reasons:
“The fight for tobacco control would gain continuous national success by applying the theory of a Triangle that Moves Mountains, consisting of (1) Political Support, (2) Social Movements, and (3) The application of relevant knowledge. These lead to concrete change.” TRC is responsible for the intelligent construction, by research and knowledge management, of facilitating and supporting mechanisms for the civil society sector to move tobacco control policy forward.
Objectives
The Center has the following objectives:

1.
| Support commissioned research for tobacco control for results amending national policies and also sustaining report processes including the exchange of knowledge, following from the ratification of the WHO Framework Convention on Tobacco Control (FCTC). |

2.
| Support the development and inclusion of tobacco control issues in all levels of educational curricula such as at the primary school and vocational levels, and also through training courses. |
|
3.
| Offer services and support in knowledge management including academic conferences on tobacco control so that participants are exposed to new concepts and strategies, and gain working experience in tobacco control both at the macro and micro levels. |

4.
| Become an information tobacco control centre. |
|
5.
| Promote and cooperate with an academic tobacco control network including individuals, groups, communities, organizations, the public and private sectors, and both Thais and foreigners. |
TRC Structure
TRC is a non-profit organization affiliated with Mahidol University and funded by Thai Health Promotion Foundation (ThaiHealth). TRC’s performance is directed by its steering committee, and has its own director who acts both on the TRC committee and as its secretary.
TRC Strategic Plan
TRC focuses on both commissioned research/plans and knowledge management in order to support improved tobacco control policy. Commissioned research/plans are designed by the TRC steering Committee and tobacco control experts and consist of 2 strategic elements:
